RESOLUTION SCHEDULING PUBLIC HEARING ON PROPOSED AMENDMENT TO PRIOR BOND RESOLUTION FOR TOWN OF GREENWICH WATER DISTRICT NO. 1
At a special meeting of the Town Board of the Town of Greenwich, Washington County, New York, held at the Town Office, 2 Academy Street, Greenwich, New York, on June 15, 2026, the following resolution was offered by Councilman Donahue, who moved its adoption, seconded by Councilman Anderson, to wit:
WHEREAS, the Town Board of the Town of Greenwich previously caused a Map, Plan and Report and related engineering materials to be prepared for the formation and construction of improvements for Town of Greenwich Water District No. 1; and
WHEREAS, following public proceedings related to the proposed district, the Town Board adopted a Bond Resolution dated August 12, 2025 authorizing the issuance of serial bonds of the Town of Greenwich in an aggregate principal amount not to exceed $10,403,000 to finance certain water system improvements in Water District No. 1, including installation of new backup supply wells with a disinfection facility, a storage tank, distribution main piping, a booster pump station, and connection to the Village of Greenwich water supply as the primary water supply source; and
WHEREAS, the Town has continued to pursue financial assistance for the project through the New York State Environmental Facilities Corporation Drinking Water State Revolving Fund and Water Infrastructure Improvement Act programs and related State and federal funding sources; and
WHEREAS, the Town’s 2025 Water Infrastructure Improvement Act submission did not result in a grant award, and the Town is preparing a 2026 resubmission under a compressed application schedule; and
WHEREAS, the original Preliminary Engineering Report calculated project costs in 2028 dollars, and the project schedule has since been delayed by approximately one year; and
WHEREAS, for purposes of the Town’s 2026 Intended Use Plan update and related funding applications, the Town has applied a five percent escalation to the prior project cost estimate, increasing the estimated project cost from $10,403,000 to $11,252,000, resulting in an increase of $849,000; and
WHEREAS, the Town Board has determined that it is necessary and appropriate to consider an amended and/or supplemental bond resolution to increase the maximum amount authorized for the Water District No. 1 improvements from $10,403,000 to an amount not to exceed $11,252,000, subject to final review and approval by Town counsel and bond counsel; and
WHEREAS, the Town Board desires to schedule a public hearing at its regular July meeting to receive public comment on the proposed increase in authorized borrowing and related amendment and/or supplement to the prior bond resolution;
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Greenwich hereby schedules a public hearing for July 14, 2026, at 6:30 p.m., or as soon thereafter as the matter may be heard, at the Town Office, 2 Academy Street, Greenwich, New York, to consider a proposed amendment and/or supplement to the Bond Resolution dated August 12, 2025 for Town of Greenwich Water District No. 1, increasing the maximum authorized amount from $10,403,000 to an amount not to exceed $11,252,000; and be it further
RESOLVED, that the proposed purpose remains the financing of certain water system improvements in Water District No. 1, including, without limitation, new backup supply wells with a disinfection facility, a storage tank, distribution main piping, a booster pump station, and connection to the Village of Greenwich water supply as the primary water supply source, together with related costs, professional services, financing costs, contingencies, and other expenses incidental thereto; and be it further
RESOLVED, that the Town Clerk is hereby authorized and directed to cause notice of said public hearing to be published in the Town’s official newspaper and posted or otherwise provided as required by law; and be it further
RESOLVED, that the Town Supervisor, Town Clerk, Town counsel, bond counsel, the Town’s municipal advisor, and the Town’s consultants are hereby authorized to take such preliminary actions as may be necessary or appropriate to prepare for the public hearing and consideration of an amended and/or supplemental bond resolution.
The question of the adoption of the foregoing resolution was duly put to a vote on roll call, which resulted as follows:

NOTICE IS HEREBY GIVEN that the Greenwich Town Board and Greenwich Village Board will hold a joint public hearing on the Town and Village of Greenwich Comprehensive Plan Update on Monday, October 16, 2023 at 6:00 pm at the Greenwich Town Hall, 2 Academy Street, Greenwich, NY 12834.

 

The full copy of the Comprehensive Plan is available on the Town and Village websites. At this hearing, the Town and Village residents are invited to provide feedback on the final draft of the comprehensive plan.

Area Variance Application #2023-03 - Submitted by Benjamin Roberts, concerning property located at 213 Fiddlers Elbow Road, Greenwich. Property owner would like to construct a 40 ft x 40 ft platform deck. Proposed placement of the platform deck does not meet the required side or rear yard setbacks. Property located in a Rural Agricultural District. Parcel ID # 220.-1-23.1.

 

          Said hearing on this application will take place on Wednesday, August 9, 2023, at 7:05 pm, and will be held at the Town Office Building, 2 Academy Street, Greenwich, NY at which time all interested persons will be given an opportunity to be heard.

NOTICE IS HEREBY GIVEN that the Greenwich Comprehensive Plan Committee will hold a public hearing on the draft Town and Village of Greenwich Comprehensive Plan on Monday, August 28, 2023 at 6:00 pm at the Greenwich Town Hall, 2 Academy Street, Greenwich, NY 12834.

 

The Draft Comprehensive Plan Update will be available on the Town and Village websites on August 18, 2023. Town and Village residents are encouraged to attend this meeting to provide input. Written comments will be accepted via email to ngreenberger@labellapc.com through August 29, 2023. Prior to adoption, another public hearing will be held by the Town and Village Boards and will provide an additional opportunity for residents to voice their thoughts, concerns, or support.

Please take notice that the Town of Greenwich Zoning Board of Appeals will hold a Public Hearing in February, pursuant to Section 276 of the Town Law for:

 

Area Variance Application #2022-03 - Submitted by Alice Wilbur, representing David Wilbur, concerning property located at 424 and 432 Anthony Road, Greenwich. Applicant would like to subdivide 0.93 acres from existing 135-acre parcel. There are currently two existing homes on said 135-acre property. Applicant is looking to subdivide to make two individual parcels, however, existing garage on remaining 134-acre property will not meet required setbacks as currently proposed. Existing garage will be 20 ft from the proposed property line. Applicant is requesting a 30 ft area variance to allow for the subdivision. Property located in a Rural Agricultural District. TOWN OF GREENWICH NOTICE OF PUBLIC HEARING ON THE PRELIMINARY BUDGET OF THE TOWN OF GREENWICH FOR THE YEAR 2023

 

NOTICE IS HEREBY GIVEN that the Preliminary Budget of the Town of Greenwich for the fiscal year beginning January 1, 2023, including general town funds, highway funds, fire protection district funds, and lighting district funds, has been completed and filed in the Office of the Town Clerk of the Town of Greenwich, 2 Academy Street, Greenwich, NY, where it is available for inspection by any interested person during office hours.

 

FURTHER NOTICE IS GIVEN THAT PURSUANT TO Real Property Tax Law Section 495 the Exemption report, which shows how much of the total assessed value on the final assessment roll is exempt from taxation, is on file with the Preliminary 2023 Budget.

 

The Town Board of the Town of Greenwich shall hold a public hearing on said Preliminary Budget on Wednesday, November 9, 2022 at 7:10 PM showing such changes, alterations and revisions as shall have been made therein by the Town Board of the Town of Greenwich. At such hearing, any person may be heard in favor of or against the Preliminary Budget as compiled or for or against any item or items therein contained. The following are the proposed 2023 salaries of Elected Town Officers of the Town of Greenwich:

COUNCILMAN (4) $ 4,000.00

TOWN JUSTICE $10,815.00

PUBLIC HEARING ON PROPOSED FIRE CONTRACTS

NOTICE is hereby given that the Town of Greenwich is considering entering into contracts with the Village of Greenwich, Village of Schuylerville, Middle Falls Fire Company and Cossayuna Fire Company for the purpose of furnishing fire protection to the residents of the Town of Greenwich.

 

These contracts are for the calendar year January 1, 2023 through December 31, 2023.

Village of Greenwich $119,842.00

Village of Schuylerville $ 19,576.00

Middle Falls Fire Company $ 98,116.00

Cossayuna Fire Company $ 78,506.00

 

A Public Hearing will be held at the Town Office Building, 2 Academy Street, Greenwich, New York at 7:00 p.m. on Wednesday, November 9, 2022 to hear any person in favor of or against said proposed contracts.
